Senator Carine Werner

Carine Werner is a Scottsdale mom of three, a small business owner and an immigrant who started in public service on the Scottsdale Unified school board. District 4 elected her to the State Senate in 2024.

In her first term she chaired the Senate Health and Human Services Committee under a Democratic governor and got results by working with both parties.

Getting it done with both parties

  • Protecting kids. After several children known to the Department of Child Safety were killed, she brought together families, police, child-welfare experts and agency officials. That work produced a bipartisan package of laws requiring stronger abuse investigations, faster forensic interviews and better information sharing.2
  • Abuse at school. Passed a law requiring school employees to report suspected abuse directly to police and DCS, not handle it internally.1
  • Stopping Medicaid fraud. As committee chair, led oversight hearings into more than $2.8 billion in criminal fraud in AHCCCS, Arizona's Medicaid program, and pressed law enforcement to go after the people who stole from taxpayers and Native American communities.3
  • More Arizona doctors. Passed a bipartisan law requiring Arizona's public medical schools to interview in-state applicants, so more Arizona students train and practice here.1
  • Mental health care. Won $5 million for secure treatment facilities for people with serious mental illness under court-ordered care.1
  • Health care workers. Passed first-in-the-nation protections for doctors and nurses exposed to radiation during lifesaving procedures.4
  • Lower taxes. Voted for the 2026 tax cut that ended state taxes on tips and overtime and cut taxes for seniors.5
